Question
In the CommonSimpleAddress, when the Country code is not provided, the default is AUS.
For the field State, when the country code is AUS, the states expected are: NSW, QLD, VIC, NT, WA, SA, TAS, ACT, AAT
When the data holder does not have a country code, the state is provided and the state is not an Australian State, can the country code be left blank, or should it default to AUS?
For example:
Country Code = blank
State = Texas
Answer
If the country code is AUS, whether specifically or by default, then it would be non-conformant to specify a non-Australian state.
If the state is "Texas" it would probably be better to set the country code to USA.
