Authorisation scope and PayeeID in Get Scheduled Payments for Account

The API Get Scheduled Payments for Account response includes a list of BankingScheduledPayment objects. This may include a BankingScheduledPaymentSet, requiring an id for the BankingScheduledPaymentTo component. If a customer has not consented with bank:payees:read scope, the customer's payeeId cannot be provided. What information should be shared instead?

If a customer has not consented to share their payee data, the payment set uses one of the accountId, domestic , biller or international payee representations.
