The Last Consumer Change Date (LCCD) is a field held by AEMO and is set to the date a consumer starts or ends as the account holder for a given NMI. More information about LCCD can be found on AEMO's site.
LCCD was incorporated into the standards in version 1.34.0 to help improve sharing of a consumers electricity usage data. LCCD can be used as historical usage data sharing limit as opposed to how long a consumer has been with their current retailer. The summary changes can be found in the release notes of version 1.34.0.
This guide provides an overview of Accredited Data Recipient (ADR), energy Primary Data Holder (PDH)/retailer and Secondary Data Holder (SDH)/AEMO requirements in dealing with requests for electricity usage data.
Primary Data Holder (Retailer)
Retailers must ensure the data requested and then shared with an ADR is limited to the period during which the authorising CDR consumer was associated with the National Metering Identifier (NMI) for the premises to which the request relates (see CDR Rules, Schedule 4, subparagraph 3.2(2)(c).
Handling will differ depending on whether the consumer's account with the retailer is currently open or closed:
Open accounts
If the usage data request is for a consumer with an open account with the retailer, the retailer must verify that the authorising consumer is currently linked to the NMI for which the usage data is requested. In such cases the request should be forwarded to AEMO without modifying the usage period.

Closed accounts
For closed accounts, the requested data period must be adjusted by the retailer as required to ensure the consumer was the account holder for the NMI. Retailers would do this by adjusting the oldest-date or newest-date parameters as required prior to sending the request to AEMO.

Secondary Data Holder (AEMO)
AEMO's response will depend on whether the LCCD is available for the NMI for which the usage data is requested.
LCCD not available
If LCCD is not available for the requested NMI, AEMO will adjust the response to the requesting retailers FRMP ownership period, as was done pre-LCCD.
LCCD available
If LCCD is available and if the usage data request period overlaps with the LCCD, AEMO should adjust the response by limiting the oldest-date to LCCD.
If the request does not overlap, i.e. entire request period is entirely before or after LCCD, AEMO should respond with the data for the full requested period, provided it relates to a time at which the requesting account holder for the relevant account was associated with the premises.
Note: The maximum historical period for usage data required to be shared must be in accordance with Paragraph 3.2 in Schedule 4, Part 3 of the CDR rules.
