[ARCHIVE] Non-disclosure due to a bad request is not refusal

Question

A request for account data from multiple accounts may contain accounts that are no longer shared. Data from other accounts may be shared in the response, which is returned with a 200 Success HTTP code.

If data from the unshared accounts are omitted from the response, is this a reportable refusal to disclose?

Answer

The Data Holder is not actively refusing to share data for a valid account, if the account is no longer associated with the consent. This is not a reportable refusal to disclose.
