Consider a Joint Account (JA), where only one Account Holder (AH) is ineligible. Should that JA be excluded from the authorisation flow, and from data sharing?
What data, related to that JA, can be shared? That is, what related data is not considered to be Joint Account data?

JA eligibility is deemed collectively. If any AH is not considered an eligible consumer then no AH can share data from that JA. The JA can appear in the authorisation flow, but it cannot be selected and is an 'unavailable account' according to the CX Standards.
If the data being requested is not specific to an account (e.g. Saved Payees, Name and Occupation) then no accounts need to be selected or shared in order to share that data. Customer and payee scopes are not considered to be specific to an account, including a joint account. It is possible to establish an authorisation even when no accounts have been selected.
