Question
In the authorisation flow, should closed accounts be shown as available only if they have been closed for 12 months or less? Is it acceptable to show closed accounts as unavailable if they were closed for more than 12 months?
This implies a customer can include, in a consent, only accounts that have been closed for 12 months or less.
Answer
In the CX Guidelines, Authorisation to disclose, under the heading "Unavailable accounts cannot be shown", there are guidelines on determining and displaying accounts that are unavailable for sharing.
Regarding available accounts, the CDR Rules mention date ranges of 12-24 months for account closure, depending on the data in question. The rules also note that while data outside this period isn't required consumer data, it could be considered voluntary consumer data.
So long as it is in accordance with the rules on required consumer data and eligibility, a closed account could be shown as unavailable if the data being requested is not required consumer data.
See:
- CX Guidelines, Authorisation to disclose, Unavailable accounts cannot be shown
- CDR Rules, Schedule 3 Provisions relevant to the banking sector, 3.2 Meaning of required consumer data and voluntary consumer data - banking sector, (5)
