Is a Data Holder (DH) required to provide joint account holders the ability to manage their closed joint accounts on the Disclosure Option Management Service (DOMS) and what time period limitations are applicable:
- to the point where the owner's accounts have been closed for more than 24 months such that their data becomes
voluntary
, or - do the account owners have to be able to manage all closed accounts, including those closed beyond 24 months?
The joint account holder in this scenario is deemed to be eligible for CDR with at least one account remains open.
Answer
The management of closed joint accounts is a requirement as long as they are still eligible for CDR. The Consumer Data Right Rules note that data or accounts which fall outside the specified period are not required
consumer data. However the data or accounts could be classed as voluntary
consumer data for CDR.
