Question
BpayViewBill is a facility provided by BPAY to view all the bills together on a single internet page. In order to use this facility, both the biller and the customer need to be enabled for it. Using this facility customers can not only view all the bills generated by the biller, but they can also set up auto-payments against the bills using internet banking. Generally, these auto-payments are scheduled to be processed as per the due dates of the bills.
Considering this and in accordance with the Consumer Data Standards (CDS) can these auto-payments be classed as event-based scheduled payments, as there is no specific frequency for these payments and they are scheduled against the due dates on the bills?
Answer
The classification of auto-payments made using this facility is entirely at the discretion of the biller or the Data Holder. If treated as scheduled payments, then they must be provided through the Scheduled Payments API, according to the CDS.
