Yes, but the guidelines are not specific to the reason that the account is unavailable. See the unavailable accounts section of the CX guidelines for a range of scenarios that we've provided guidance on.

As per the CX guidelines regarding 'refused sharing', is it acceptable to reuse the Closed Accounts display, used for accounts that are 'not eligible for sharing', but with a different more suitable label?

Yes, as per the CX guidelines, the Data Holders (DH) can explain why an account is unavailable. The exact phrasing is at the DH's discretion. The wording used in the CX guidelines is not prescriptive.
