Question
According to the Consumer Data Standards (CDS) the concurrent Transactions Per Second (TPS) threshold is set at 300. There are also specific performance requirements for the APIs in terms of response times.
There are many banks that have a lower number of customer accounts and hence their business TPS can be less than 1 TPS for the business day. What is the guidance with respect to the TPS such banks needs to support?

The CDS traffic thresholds are maximum values. Above the TPS threshold, you can throttle traffic and reject API calls. The thresholds do not specify a number of transactions you must support.
The TPS requirements stated in the CDS give an upper threshold for the number of transactions so that Data Holders (DHs) can develop their implementations adequately. It is not an expectation of infrastructure sizing. If a DH does not have a customer base that would necessitate such transaction loads, then it is acceptable for a DH to implement a solution that suits its needs.
