Question

Is there guidance and/or recommendation for the blocking, allowing or specific rules related to activity that may be deemed by third-party provider solutions (Content Delivery Network/cloud security services) to be scraping or misbehaving?

Or how any rules should be configured to avoid incorrect classification?

Given Accredited Data Recipients may have a variety of ways to make requests through different hosted services and varying traffic volumes.

Answer

No.  This is left to the Data Holder to determine their own responses as long as they operate within the rules and in conformance to the standards
