Question
CommonSimpleAddress schema - state field (mandatory) is described as "Free text if the country is not Australia. If country is Australia then must be one of the values defined by the State Type Abbreviation in the PAF file format. NSW, QLD, VIC, NT, WA, SA, TAS, ACT, AAT".
If a Data Holder (DH) has data quality issues for a number of records for this field, can the DH send free text (even if country is Australia) with the value as-is or should we send empty string "" for this mandatory field in this scenario
Answer
No. Neither an empty string or free form text (for an Australian address) would be valid as the standard clearly specifies. If you hold an invalid record then the whole record should not be included as it is not a valid record. An empty string for a mandatory field could potentially break a client implementation.
