Question
When the Consumer Data Standards states ‘NA’ under the additionalValue does this mean it must be blank or any value a Data Holder may have for that field?

If the Type specified does not require the additionalValue
field it simply means it is not required and it is also not required to be in a specific format.
However, it does not mean that providing the field is non-compliant. There is no statement in the Standards stating that it must be absent if not required. That said, providing data won't necessarily be useful for any clients as they will not be expecting data and will therefore not be able to interpret the field.
In summary, it is ok to return the field but not useful to the client.
