In reference to Availability Requirements for 'unauthenticated end points', the Consumer Data Standards state planned outages should be published to data recipients with at least one week lead time for normal outages.
In regard to the definition of 'data recipients' in the context of non-functional requirements, does this mean Accredited Data Recipients (ADRs)?
Answer
No. For unauthenticated APIs there is no accreditation required but Non-Functional Requirements (NFRs) are still applicable. In this case a 'Data Recipient' just means someone validly receiving data.
