Excluding VARIABLE fees where they cannot be represented accurately

The DSB proposes the following convention:

Convention CDS-DC-0012

For Data Holder (DH) that cannot sufficiently represent VARIABLE fees (such as at-cost fees) in Get Product Detail v2, the DH MAY exclude these fees. 

Context

VARIABLE fees MUST be included in Get Product Detail v3 and Get Account Detail v1. This convention only applies to Get Product Detail v2.
