Timezone of metrics data

The DSB proposes the following convention:

The timezone of metrics data SHOULD be represented in AEST.

Context

The standards do not specify a mandatory timezone for metrics reporting. This allows Data Holders to  use the timezone most suitable to their infrastructure and implementation. Because metrics are a relative set of reporting obligations, a uniform timezone requirement across all Data Holders is not necessary.

This convention seeks to provide guidance where Data Holders want to align to a common recommendation.
