Question

Is it okay to introduce user specific resource IDs per Software Product to address ID permanence, instead of introducing user specific resource IDs per ADR?

Answer

Yes.  This is what is expected.  Note that the standards in the CDR Federation section define a Data Recipient as one of the services of an accredited entity, which is what the CDR Register documentation describes as a Software Product in Ecosystem Entities.
