field - Description reads "If absent, assumed to be Australia (+61). The + should be included."
What is the correct interpretation of the word 'assumed'?
If data for the countryCode
field is unavailable for this optional field, do Data Holders need to respond with null OR +61 OR + ?

A: It means that this is the value that the ADR should assume to be correct. Effectively this means that the default value, if not provided, is "+61"

field is unavailable for this optional field, do Data Holders need to respond with null OR +61 OR + ?
A: If data is unavailable then you do not need to include the field at all as it is optional. You can set it to +61 or null if you like, however. Supplying "+" would not be valid
