Question
If a Data Holder (DH) does not hold the country code (optional), area code (conditional), number (mandatory) in separate fields and only holds a phone number (which may or may not contain all the required splits), what is the expectation of the DH to provide in these fields?
For context, some scenarios of the types of data that could exist in back-end systems within the same field include: 0396001234, 96001234, 9600 1234, +61396001234, +61401000123, 0401000123
Answer
All of the fields in the standards appear to be derivable for example 1, 4, 5 and 6 above. Area code is not derivable from example 2 and 3 but if the Data Holder has a specific assumption for the area code of these numbers then that should be provided, otherwise these numbers are unusable and no record should be given.
