CommonPhoneNumber schema - fullNumber
field (mandatory)
Is a Data Holder (DH) expected to provide a phone number in this field ONLY if they have the fully formatted phone number which incorporates country code, area code, number and extension? OR can a DH provide a phone number such as some of the examples outlined below in this field? For context, we have a number of customer records with phone numbers stored without all the parts required to make it a 'fully formatted' number.

No. The format for fullNumber must be provided according to the specified RFC (which gives flexibility). The standards define the fullNumber
field as: " Fully formatted phone number with country code, area code, number and extension incorporated. Formatted according to section 5.1.4. of RFC 3966"
