In the CDS Performance Requirements, Get Status
and Get Outages
endpoints are mentioned under the High Priority
performance tier. But according to the specification, those are Unauthenticated
as well. In metrics calculation, should they be added under both performance tiers, and if not, under which tier?
Should the register
(DCR) endpoint be considered for metrics? If so, what is the priority tier?

performance tier.
The endpoint specified by registration_endpoint
, described in CDS End Points, is part of Dynamic Client Registration (DCR) and is in the High Priority
tier.
The performance tiers are defined in the CDS Performance Requirements section.

Should Get Status and Get Outages be set up in a Highly Available (Tier 0) manner so that they are accessible even when the rest of their CDR implementation is brought down for maintenance? For example if a Data Holder Brand had announced that there will be an upcoming outage in Get Outages, is the expectation that these APIs will still be available and reflect the correct statuses during the actual outage event so that ADRs can use these APIs to observe the status of the Data Holder Brand?

There is no requirement for that in the Standards. It could be assumed that if the Get Status and Get Outages endpoints were down, then other components of the system may also be down.
The Get Outages endpoint is expected to publish future outage plans to make clients aware of these ahead of time.
